Essays are good and teacher recs are great, say I am top 1% student they had

Send your ACT, a 28 is about a 1260 composite, you have only a 1220 composite, however you can also send both if you want, some schools do consider both, I do not know if George Washington will though

I think Georgetown has a policy that you have to send in all scores don’t they? Your ACT and SAT are about the same anyway, and I think they’re pretty good for GW! I’d say you have a good shot considering GWU weighs GPA more highly than SAT anyway and you have a very solid GPA.

Your ECS are great as well so if you wrote an essay that captures your interest/personality I’d say you’d stand a very good chance.

No one can say for sure though… But you’re definitely a competitive candidate. If you’re worried about SATs don’t be. Those are good scores and only one part of the application anyway.
