I really want to get two majors. One associates from community college in culinary arts and bachelors in English/teaching at an actually university like Rutgers, Montclair, or kean uni. Is this possible?
Of course! You would just need to decide which degree you want to complete first, then transfer to the other place later. Usually people complete an Associate degree before continuing on to the Bachelor degree. However, I have known several people (some with Ph.D.s!) who did the reverse when they wanted to change careers.
If you start out with the culinary arts program, make certain that you also take enough electives to fulfill transfer requirements for the major you will want to complete once you have transferred to the 4-year university. This might mean that you need an extra semester or even a double-major at the community college. Also, remember that when you transfer you will need to send all of your college transcripts, so do your best to get good grades in your classes.

So would I able to take just culinary arts and get an associates after two years, and then go to a university for four years and get an English/teaching degree?
You would still need to complete the English major transfer course requirements while you pursue the AA in Culinary arts so you can transfer to a 4 year for your BA.
