I was admitted this year but would like to take a year off - I considered requesting a deferral but I'm pretty sure it will not be approved. Am I allowed to decline offer of admission this year and then reapply next year? Would they keep records and see that I declined and think that I might decline again and not bother to accept me the second time around?

You’re allowed to do anything you want… I would speak to an advisor or an administrator to get their opinion, because I am sure they have dealt with this before.

I don’t really think they have a blacklist of students.

has anyone else declined offer of admission and then re-applied and then gotten it?

Also, to decline admission, should I just not act upon it or should I specifically press the “decline” button and send an e-mail to the admissions office thanking them and apologizing them of my decision?

After the deadline for confirmation passes, whoever did not accept is automatically considered as having declined.

Even though a post-decline letter is said to be a good gesture, most people don’t do it and they’re still alive. I don’t think it’s a big deal, I didn’t send anything to the ones I declined.
