Basically the title, i already have most of all of my applications filled out (i just need to edit my essays), but i haven’t been able to recieve my transcripts yet (my graduating class is roughly 1300 people, so my schools office is understandably a bit swamped atm) or my recommendation letters since my teachers are also very busy, but i was wondering if i could just go ahead and submit my applications now even though i don’t have my recs or transcripts? I’ve already requested everything, i’m pretty much just waiting at this point and since i really want to get my applications out of the way so i don’t have to worry about them later.

Yes. In fact, it’s a good thing to have your Common App submitted, and then send out transcripts and recommendations. That way, the admissions offices will have already begun a file for you, and the transcripts and recommendations will go straight into your file, instead of getting misplaced.
