Can I transfer to a university with uncompleted some requirements?

I am going to apply for universities with 47 quarter units.

But I am not sure I can finish all requirements with over 90 units untill spring.

So if I only have 85 or 83 units in the end of last quarter, can I get into the schools I apply?

Are you talking about the California system? Then you need to ask your questions here:

There is a chance you would be able to. If the rest of your application is strong enough to be accepted, the admissions counselor might tell you that you will be accepted but that you won’t graduate on schedule because you’ll have to either stay an extra semester to complete the required classes or you’ll have to take them over the summer.
