Can I Transfer?

I'm currently a freshman at TCNJ majoring in Computer Engineering.
TCNJ was not my first choice but I'm here now because of my immigration status (visa) and financial issues. (and also because I wasn't accepted by most of the schools I was considering).
During my first semester, I felt that TCNJ is really not a good schools for engineering. It's a relatively new program and offers barely any opportunities/connections for research and internships. So I really want to transfer during either second semester of my sophomore year or the beginning of my junior year.
I'm considering applying to UMich, UC Berkeley, Columiba, Cornell, Carnegie Mellon, Cooper Union, Penn State, MIT, and Stanford. (I realize some of these are practically impossible)

What are my chances of getting in and what other schools should I consider? Should I retake standardized tests?
