Can schools enforce their requests to see all SAT/ACT scores?

Earlier this year, in the wake of the collegeboard's introduction of score choice, several schools said that they will be requiring applicants to submit all scores from either the SAT or ACT. (The schools that I have heard are adopting this policy are Yale, Stanford, and Cornell) My question, then, is this: can these schools actually enforce this policy? If an applicant were to send only one of multiple scores on either the SAT or ACT, would colleges that say they require all scores know that the test was taken multiple times?

You think these sophisticated schools made up a rule they can’t enforce?
