Can/Should I go to grad school with a low gpa?

I’m a junior in electrical engineering, with a rather low gpa - 2.9

Got a D in one class last year, will take it again next semester. If nothing goes wrong, by the time I graduate, my gpa will be around 3.0, slightly lower or higher. Just took the GRE last month, got 318 + 4.0, verbal 153 quantitative 165.
Had some summer internships, in some power companies.

Question here is, can I get into a decent graduate program, or even any graduate program in my major at all? I can fund myself fully so no financial aid required.

Thanks for any advise, it’s much appreciated.

For a MS you can certainly get into a program. Most require a minimum of 3.0 and you can hopefully meet that. However, I would suggest that it might be best for you to get a job for a few years and then apply to graduate school once you see what is the advantage of getting that MS in your field of employment. As a bonus, once you decide to go back for a graduate degree, you will find that the experience and maturity that you gain from working, will be of great benefit to your academic performance.
