Can somebody answer some questions about Cornell Transfer?

1) I am going to attempt a transfer into Cornell's Engineering school in the future. I want to have completed 60 credits by the time I am admitted into the school but the problem is this. I am going to be submitting the application when I have completed roughly 50 credits, but I will be going to be in university for another term (so at the end of the second term I will have 60 credits). Will I be considered Junior standing or Sophomore standing when I complete my application and submit it? I am applying for spring transfer if that means anything.

2) I am going to transfer from a small tech school within my city to a university and apply to Cornell when I am studying in the university. Will that basically mean I will be automatically rejected because I went to a bad, small tech school for one school year and a university for the second year? This is assuming I keep up a 3.8+ GPA, with classes that have respectable weight and I have completed the pre-requisites stated on their website for Cornell's Engineering School admissions for the spring.

I don’t know why everyone thinks to get into Cornell or Brown you need a 3.8+ for transfers. Maybe for high school 3.8+ is needed but I’d say if you’re taking college level work and get a 3.6+ you’re competitive. Relax and apply, don’t take College Confidentials insane standards too seriously.
