My sophomore’s school doesn’t offer a spring PSAT, but another school an hour away does. Can he sign up to take it there? Suggestions for the best way to broach that?
If another school closer to us is offering it, how would I find that out?

I would think you should be able to. I know my kid was able to take the SAT at other high schools not our own
You should be able to take it at another school. Here’s what the guide says:

You know in advance that you cannot take the test
on the date your school offers it: Tell your counselor
as soon as possible that you have a conflict, such as a
religious observance. You may be able to take the test at
a nearby school that has selected a different test date. If
you test at another school, be sure to take your school
code and an acceptable photo ID with you.

You should be able, but the reality is that it might be difficult finding a school willing to provide your child a space. When we homeschooled, we called around to numerous schools in our area asking if they would be able to provide a space for our daughter to take the PSAT and every single school refused. We were told the schools ordered test forms the year prior and they didn’t have any extras. Hope you have better luck!
My daughter was able to take it (she’s technically a homeschooler). If you know any homeschoolers, they might be the people to ask. It was very simple for us - some emails and a check for $16. Are you allowed to take it twice or did your child miss it in October? All the high schools will give it, I would think.
Make sure they are offering the PSAT 10, not the PSAT 8/9
My S took the PSAT at another school in our area. I emailed the school and asked if they had any extra seats. Comes down to how many tests packets were ordered and desk space is available. School estimate in advance how many student they predict will take he test.
I believe they said I’d have to wait until just after the deadline for their school signups. I had to pay a fee for the testing materials.
I actually called two schools one larger public and a very small private. In the end both schools offered him a spot.
