I was wondering because you can ED and EA to schools except with Georgetown. If you get in ED, you simply withdraw your EA app. thus I can ED Brown and EA to BC, Notre Dame, UNC, etc… Can I simply ED brown and SCEA Harvard??
P.S.- Are ther any other schools with Georgetown’s policy that you cannot ED and EA with their school…?

Most ED schools specify that you can't apply to any other school early, whether they are ED or EA. If you do it and they find out, you won't get into any of the schools.

I think Penn allows you to apply EA to other schools, but I'm not sure.
I don't think Brown allows it.

Your application is accepted
You must withdraw all Regular Admission applications to other colleges. Your place in Brown's first-year class is secure pending satisfactory completion of your senior year.

Nope. SCEA is Single Choice Early Action...as the name states SINGLE choice. The main difference between ED and SCEA is that SCEA is not binding if you are accepted early. Some ED schools allow you to apply EA other places, but you have to check each school because they all have different policies.

Bottom line though to your question: No, SCEA and ED are not allowed.

No, don't think so. Harvard doesn't let you apply to other schools.
I believe the Penn policy might be for EA schools that are not single choice.
