Your list includes schools that attract many OOS applicants, they do not have to offer merit aid to attract them. You will need outstanding stats to receive merit aid from these schools. If aid is a factor I would suggest researching schools known for giving aid to attract OOS. Good luck.
Maryland this year offered $8,000 to $12,000 per year for 4 years to top ranked OOS students.
The UCs will offer you the same aid as for in-state students only up to the in-state prices. No aid is offered for the OOS supplement fee which is about $23,000 per year.
UVa will give the best need-based aid, as they meet full need for all students.
UMd would likely give the best merit aid. Jefferson Scholars at UVa is a full ride merit scholarship, but extremely competitive.
Berkeley- No aid will be given to you to cover the $23,000 difference between in and out of state costs.
UCLA- same as Berkeley
NYU-NYU is a private university. Your state of residence won’t matter. They award aid only to the very top admits.
UVA- merit aid is very competitive. They do meet full need for all accepted students per their calculations.
University of Maryland (college park)- does have some good, but competitive merit awards. Doesn’t meet full need
University of Michigan- extremely competitive for limited number of OOS merit awards. Does not meet full need for OOS.

What is your home state of residence? How much will your parents pay per year? Do you have financial need?
Check the NPC at UMich. They do offer need based aid for very low income OOS students. For merit scholarships, they are very competitive at UMich as their admission stat has been getting higher and higher every year recently.
Does anyone know about University of Georgia, Umass Amherst, or University of Minnesota-twin cities?

UMN-TC does have good merit aid for OOS students with NMF title or very good test scores. My D got at least 50% CoA covered by scholarships even before submitting FAFSA.

Need-based aid is going to be unsatisfactory at most OOS public universities.
For merit, you are going at this backwards. Tell us your stats and how much you can afford to pay and we can suggest colleges that match.
Here are some public universities with great merit for OOS students.
University of Alabama…guaranteed with certain SAT/ACT and GPA.
University of South Carolina- good OOS awards. McKissick and Cooper are awarded based on the strength of your application. McNair requires a separate application.
University of Oklahoma…or is it OK State? Great award for NMS folks.
Read the links on this thread. They will give you some good ideas where aid is available to OOS students. Plus other schools that are less costly.
You can read this yourself and see if your stats put you in the running. No one here can give you good info without knowing your stats.
The best place to check for merit awards is the school financial aid web page. Schools that offer merit generally list the requirements there.
