Can you get into a UC school with a 3.3 gpa? (Out-of-state student)

I currently have a 3.3 gpa, but on the site it says the minimum requirement needed to apply is a 3.4. I have good sat scores, a good essay and decent ecs, will the University of California schools still consider me, or will they not consider me at all since I have not met the minimum requirement?

I answered this on another thread. Calculate your UC-weighted GPA. If it’s under 3.4, then the answer is no - you are not eligible for admission to any UC campus from out-of-state, regardless of other abilities and accomplishments. If it is over 3.4, then you are eligible, and you have a decent shot at the less selective campuses.

OOS can only use AP classes for Honors points on calculator (10-11th grades). Also can you pay $55K each year? No financial aid for OOS students.
