I enrolled as a science major in a regular 4-year college. Can I still go to a good fashion design school after college? I'm not getting any experience in fashion design during these four years, so I would have to start new. What problems could be anticipated? What are the requirements to go into a fashion design program after college?

Ye, you may have to do another 4 years but with a BA should really just do a certificate program or AA then jump into graduate. Even FIDM fashion degrees are on the Associates level and the more Management and Digital Media classes are part of the Bachelors.

Many people earn an AA and/or BA then decide they want another major such as fashion so apply to schools like FIDM. I’m sure they are quite use to it. If you already have all your requirements which I imagine is the case then you would do 2 years worth of art, history, design, and business practice classes. FIDM has a normal FD AA and a Advanced Study AA but also a rigorous 12-month Professional Designation AA Degree in Fashion Design specifically for people who already hold a degree from another institution or major.
If you want to save money and get the most out of the experience, I’d still recommend a solid year of lower division art/design/history classes at a CCC and then do the 12 month FD PD AA at FIDM in SF and/or LA. There are other smaller fashion schools around but that is one of the more well known and reputable Fashion Institutions. I worked there assisting students and many seemed happy with their teachers and education even if some weren’t always hip on their locations.

FIDM’s Fashion Design AA program alone consists of completing 72 art related units
