I finished my application for Columbia today but the teachers that I'm using for my recommenders have not completed their section of the application. I have already assigned them and that section of my application is checked off on the website. Does this mean I can submit my application or do I have to wait until they are done?

Definately.

related question, you can add colleges to common app, invite teachers, have them complete recommendation letter portion but not submit the application to colleges, is this possible? once teachers complete rec letters, you can use the same letters to apply to different colleges, like you won’t have to invite them again and again. can someone clarify this?

You only have to invite your teachers once. Every time you submit an application to a college you (or your parents) must pay the application fee with a credit card (unless you have been granted a fee waiver). So, you can submit your application today with or without your teacher recommendation letters having been received. And, you can change your mind at the last minute and add colleges. Once your teachers have uploaded their letters, all colleges that you submit to will receive a notice that your teacher recs are ready for downloading.

You can certainly submit without waiting for recs to be completed. The only issues would be if you want to change recommenders or if you need to re-invite them because they lost your email. Once you submit, you can’t change your assigned recommenders and I haven’t figured out a way to re-invite them.
