Can an international student (US student in China) take the SATs or SAT Subject Tests in Mainland China?

No, you’d have to travel to Japan or Hongkong to take it.

But given you are a US resident, it should be fairly easy (no visa required, just sign up @ collegeboard and go)

I think I read that most Chinese students go to Hong Kong or Singapore to take the SAT and that it isn’t available elsewhere. You should double-check, but that’s what I recall.

If you hold a non-Chinese passport, you can take the SAT in China. You have to register by paper form, though, which you can get from the guidance offices of international/American schools authorized to administer the test.
