<p>Yes, you can transfer to another UC after one year. This is only applicable if you have junior standing. In that case, you'll be applying as a junior transfer student.</p>
<p>Note, however, that CCC transfer students will have priority over you in the transfer admissions.</p>
<p>cal and ucla only accepts upper division transfer so if your friend right now is a high school senior, he would have to wait two years to complete all 60 units.</p>
<p>but it is very competitive, especially since uc to uc transfer are at the bottom of the list.</p>
