<p>AP credits are national. However, every school sets it’s own policies on how they accept the credits. Some schools may require at least a 4, or often a 5 if it’s in your major or if it’s one of the “easier” APs. Some schools may not let you place out of a course in your major. Once you’ve identified a few schools, start looking at their AP policies.</p>
<p>The person who told you this may have been thinking of community college credits - those are easier to transfer in-state, especially to a state college/university. But even their, you have to look at the policies of the individual schools.</p>
<p>Yes, and at lots of private schools too. Dual-enrollment credits (from a community college or otherwise) are usually a lot easier to transfer to in-state public schools, but it’s not impossible to transfer them out-of-state or to private schools. It depends on where you’re trying to transfer them too. </p>
