Canadians as internationals?

<p>Are Canadians (permanent citizen or citizen) considered "international students"?
So in common app, would we have to fill out the international supplement for applications, and for university-specific financial aids (ie. UPenn), would we have to fill out the international student financial aid forms?</p>

<p>Of course Canadians have to apply as international. They are not US citizens. Makes no difference we share a border.</p>

<p>It depends or where are you applying to, some ask canadians to follow exactly the same proceedure as us citizens or residents, some others even ask mexians and canadian to do so. they tell you if you will be considered in the us pool, or the international pool.</p>

<p>Anyone know about University of Pennsylvania?</p>

<p>Because their site has a special financial aid form for Canadians, so i figure they might treat canadians differently from overseas students. Anyone know about Upenn though, whether they require a Common App international form from Canadian applicants?</p>
