I have no idea what that is. But from what i'm hearing, If i apply to UT austin before Feb 1 and get rejected (which i know will .Im barely in 27%of my class). I will be offered an automatic admission to any UT college(except Austin) around the state.

Its true, but you've come to sort of a duplicitous conclusion. The other schools in the UT system accept 99% of their applicants anyway, so its not like the CAP program somehow boosts your chances of getting in those schools. If you're top 27%, I'd advise you to check out Tech, Baylor, OU, and the other Texas system schools. If your heart is still set on UT and you think you can get a 3.2 at a CAP school and put up with the administrration's b.s and the school's general boringness (The non UT-Austin schools I mean), go for it.

my plan is that i can got to UT Arlington through CAP program. and just stay there. I dont really want to transfer anywhere else. Is there Engineering department any good?

I know UTD is better in enginnering than UT ARlington. But the thing is that idont know which engineering i want to do. UTD only has computer science, telecommunications and electrical. UT ARlington has a lot of engineering majors.
