So, for example, lets say that I want to apply to Carnegie Mellon’s Tepper Business school. They require 2 sat subject tests, one math level 2 and any other test. I will take math level 2 later, but I did take the SAT subject physics exam and did extremely poor. Since CMU doesn’t require SAT subject physics exam, but it does have a policy of all scores, do I have to submit my SAT subject physics score? Because in the quote above it says you can withhold it if it doesn’t but some others are saying you have to submit so whats the right answer???

Not sure where you are getting the statement, “You can withhold subject tests if applying to a college that does not require them,” since it does not appear on the page you cite. That was CM’s rule until this year. Carnegie Mellon no longer requires subject tests for any of its colleges but instead now recommends, but does not require, them. You are no longer required to submit any subject tests and if you choose to submit them, you can submit some subject tests and withhold others.
