<p>aquamarinee- I think the person means handicap like in horseracing. Handicappers are the people that assign the odds for a race and try to predict who will win.</p>

Agreed-- that is how I read and interpreted the use of the term "handicap" in this article. However, the other interpretation is kinda funny, aquamarinee.</p>
