CC to Satelite Campus/4 Year University

Hey guys! I am new to the community and and ever so grateful for such a site!

About Me: A 2nd semester freshman at a local community college. The reason I am at a CC is because I messed around in HS too much(2.0 GPA) and regret it but hey, no point in living in the past. I currently have a 3.1 GPA and 14 credits under my belt, by the end of this semester, I should have 22 credits.

Depending on the school, I am aware that I need x amount of credits so that my HS transcript + SAT score wont be looked at (24 credits I believe? Anyone can clarify?)

My Goal: I would like to attend a challenging 4 year University in the field of Exercise Physiology/Science. Ideally, I would love to be accepted directly into a 4 year school but realistically doubt it with my poor HS grades. A friend of mine recommended looking at satellite schools. He mentioned U of Oregon and Penn State which both have 15+ satellite campuses.

Q's:
1. How many credits do I need so that the University will NOT look at my HS grades + SAT?
2. Are satellite schools ONLY for in-state people? Or can I apply to a satellite school from out of state?
3. What can I do to improve my chances of being accepted into a University directly(essay, volunteer, etc)?

Any advice and ALL feedback/criticism is greatly appreciated! Thanks!!
