Currently im studying in usc's marshall school of business with a 3.4 gpa and nothing special in terms of extra-curriculars. my high school gpa was a 3.1 and my sat score was 2200. im looking to pull my college gpa up to a 3.6 by the end of next semester and a 3.7 by the end of sophomore year.

please tell me what are my chances of transferring into penn's college of arts and sciences for junior year!
(ps: not applying to wharton because its too hard to get in)

If you are a biz major, It would be senseless to not try for Wharton. If you are sciences, then go for the College.

Every transfer I knew at Penn (even those transfering into CAS) that came from schools similarly ranked to USC all had 3.8+ GPAs in college and also had the h.s. stats to back it up (top 10% of their class, 10-15 APs, 1450+ on SATs [back when it was out of 1600], great ECs, etc.)…honestly I think it’s a very LONG shot. Why not just stay at Marshall, do well there, get a great job coming out (top students there still get banking & consulting jobs), and then apply to top 5 b-schools.

Difficult to tell without actually getting to know you but based only the numbers it doesn’t look too good. I was a transfer myself to Penn as a junior, and roughly speaking at my old college I had a 3.8/4.0, played football, 2240 SATs in high school… I was waitlisted/rejected from Columbia and accepted at Penn and Cornell when I applied as a transfer. I’m kind of guessing to get in ballpark is 3.7-3.9 with good ECs and a strong reason to transfer, so aim for that.
