The ACT is far below 25% (at 29). Although someone still got in with ACT at 23 as in state this year, the chance is pretty low. Particularly, when GPA 3.8ish is at or below admission average.

UMich will definitely look at her course load, which is impressive if it is all honors/APs. It will definitely appreciate the the ECs and essays. However, they consider the G.P.A. to be of highest importance. Thus, if it is a 4.0 weighted GPA, that’s good, but Michigan has its own way of recalculating its GPA.

Her ACT score could be the reason for the rejection, but not because that’s the most important thing the school looks at. Instead, if the score was around a 28/30, preferably higher if applying from out-of-state, then she would have a good chance of acceptance (if in-state applicant). Her score is, according to UMich’s standards today, “too low.”

However, even if the application is due by Feb. 1, she can still retake the ACT Feb. 8 and send it in to UMich with the hope that by the time score reaches them end of Feb/beginning of March probably (I’m not sure about this…check it out), they have not completed looking at her application. It’s worth a shot, and it can’t hurt in any way…except having to pay the money to take the test.

The application is looked at as a whole. The ACT score certainly will not help but U-M takes students with ACT scores at that level so the ACT score in itself is not cause for an automatic rejection.

I would try to get the score up and make sure you have a solid back up in case U-M does not work out.
