You should find a GPA calculator on google and plug in all your grades, and then anticipated future grades and see what it does to your GPA. You should also make sure your admissions essay is top-notch and explain what happened in your 1st year and what you learned from it, which you can hopefully prove through your later grades. Start your essay early and run it past a few instructors that you really like and trust to make sure you get good feedback.

From the UC Davis website:

Transfers: Selection Process

A 2.4 GPA is the UC minimum required for admission. For all majors, UC Davis recommends that transfer students attain an overall minimum transfer GPA of 2.8 for the best chance of admittance. In fact, students are strongly encouraged to work toward a GPA of 3.0 or higher as enrollment constraints may cause various majors to be more competitive.

Good luck to you.

Davis doesn't use the personal statement for transfers
