He has an academic profile that is comparable with admitted students, which is probably true of about half the applicants. That would mean about a 15% chance, twice the overall rate. Though being male may lower that a bit.
When there are thousands of 1550+/800/800/4.0 applicants, it’s hard to predict what exactly the admissions committee is looking for.

Carnegie Mellon is a private university. As such, whether one is in-state or out-of-state is not significant for tuition costs.
The cost is the same astronomical number for in-state and out-of-state. I remember we were shocked when total cost of attendance broke the $10k barrier my Senior year. I think it’s over $70k now. I know they just announced yet another double-inflation-rate-increase. (The value proposition outside of CS and Engineering is disappearing).
Financial aid also is not dependent on state residence.
