It is usually a reach for anybody and it is a reach for you too. Your stat is not far off from admission average while URM helps. Give it a try.

I think you have a good chance. Nothing really stands out except that maybe you are a URM, but nevertheless, you have a good shot.
For SAT II don’t you need one math and one science?
Yes, Cornell engineering applicants are required to submit a math and science SAT II. I believe there is still adequate time to take a science exam.
Oh…and I think you have a shot.
Decent shot, but take a science SAT2 test. Not sure if they ever make an exception for that requirement. Being hispanic should give you an edge.
