Chance me? Domestic applicant.

Hey guys, i'm going to be applying to UT austin.

I'm a US citizen, used to live in Texas, and I moved to Lebanon 7 years ago.
I go to a british school here, and i could estimate that i'm in the top 10% of my class. (Can't make sure until I get transcripts, which is a hassle at my school)
There are around 80 students in my class, and i'd rank myself 7 or 8.
My school has a weird GPA sytem that automatically gives 4.0 with an 85 average or above if you've taken a certain number of advanced courses.
Freshmean year AVG: 86
Sophmore year AVG: 81
Junior year AVG: 90
Senior year: N/A

710M,610CR,630W, which total to 1950 on the SAT.
I'm retaking in October and I'm confident that i'm going to score above 2050.

I know that applications are rolling, and my October SAT score and 1st term report card doesn't come out before the recommended application date. (October the 15th). Should i send in my application before that recommended deadline, then later send my senior year class rank with my updated SAT score. Will this hinder my chances? I'm looking at majoring in either Petroleum engineering or Consulting.

EC's: Worked at my school's summer camp for 140 hours.
Part time job at an engineering-consulting firm, 200+ hours.
Been on the basketball team since the 6th grade.
Mandatory 100 community service hours needed to graduate.

The problem with my school/region is that there isn't much to do in terms of extra-curriculars, and i'm afraid that my chances drop significantly in this area.
Do you guys think the university will acknowledge this?

Thanks

Edit: I'm Middle eastern, both my parents are from Lebanon.

I doubt they would consider you “Domestic applicant” since last time you live Texas was 6 years ago. From what I know, to be considered in-state applicant, you must be one of this: have parent living in Texas, graduated from a high school in Texas, lived in Texas 36 months before graduation. Otherwise I believe, you will considered out-of-state applicant.

Yes i’m considered out of state, but i apply as a US citizen, and not an international one. Anyways, what do you think of my chances?

Edit: Father lives in texas
