Are you in the local service area for CSULB? https://www.csulb.edu/admissions/local-preference-admission-consideration
Local Applicants get preference.
Assuming your CSU capped weighted GPA is 4.1, then your eligibility index comes out to (4.1x800)+(1210)= 4490.
If you are applying for a STEM major than the EI calculation is different: (CSU capped weighted GPA* X 600) + SAT Critical Reading + (2 X SAT Math).
You look like a competitive applicant but since all majors are impacted at CSULB, there are no guarantees.
You are ranked by major and EI and CSULB will accept from the top down until all spots are filled. Undeclared can be as competitive as the rest of the majors so make sure you know how easy it is to change majors later if you are leaning towards Undeclared.
Best of luck.
