I wouldn’t recommend sending your SAT score in(your ACT is better), and I believe that Northeastern is a school that you can expect to get into. USC and JHU have scores that are a bit higher than yours, but if you can make your application unique in some aspect, you have a strong chance of getting in. Don’t expect too much financial aid as an Indian American male though.

None too noteworthy: NM commended, Harvard Book award which was given to me after my junior year for academics and service.
I feel like I’d have a better chance applying ED to Northeastern, but I’d much rather go to USC. I don’t want to get locked into Northeastern and regret not seeing if I would’ve gotten into USC.
Still, I’ll be really disappointed if I don’t get into either. Thoughts?
Not sure about any of these. The GPA is not good, particularly as there aren’t many really competitive high schools in Louisiana. ECs are not that good either. Depends on SAT IIs and to some extent AP exams. Would not say USC is a match with this information for ORM.
@radiantblur others may know more, but I gather from this site you will not get any aid from USC being out of state. Can you afford that? I’m guessing no with a family income of $90k.

I wouldn’t suggest doing an early decision unless it is your number one choice. Worst (and yet, best) case scenario, you get accepted to USC and Northeastern, and are forced to apply to your secondary choice. It’s for this I would advise not to ED2. I really think if you’ve got really good essays and recommendations, the college admissions process becomes a breeze.
