I applied on September 30th 2017. I was just rejected from Ohio State yesterday and now I’m having doubts about getting into Penn State Main Campus too.
A 3.4 and a 26 ACT are both below the middle 50%. It will depend on how many others apply to DUS. But when you are below the middle 50% in both categories, the usual course of action is to be accepted to a commonwealth campus and not UP. However, since you are willing to go summer, they may accept you. No one can tell you for sure as you are on the low end of the bubble.
I don’t think you have enough honors and AP classes to be competitive. It may still be time to call and ask to be considered for summer session because that’s basically your only shot and even with summer session it’s unlikely - your ACT is OK but your GPA is borderline and without academic rigor it would almost guarantee branch campus. If you didn’t check an alternate campus I’m afraid odds are high you won’t get in.

I’m in-state and the budget doesn’t matter. I didn’t apply for the summer session because I’d rather not pay for an extra semester and take up my entire summer. The other major schools I applied to were Pitt, WVU, and University of Kentucky.

Check with your parents wrt budget… what range did they give you? If you haven’t discussed “budget range” with them, do so ASAP as many students are surprised, as are parents.
If you’re instate, you should also apply to Temple, right?
There are LOTS of excellent private colleges in OH, PA, and NYS BTW. They allow for easier exploration than big universities because you don’t apply for a major, you are admitted to the college and can explore as you wish with no “premajor” requirements to get into your major. Have you looked into those?
Strictly speaking Summer Session isn’t an extra semester - you take 2 of your required first year classes, so that you can take 14 credits first semester and at a later point when you’re taking a weedout class, and don’t have to take a summer session then. Summer session doesn’t take your whole summer, it’s six weeks. (There’s a Maymester, then two six-week summer sessions). Obviously even if you took 6 credits over the summer, you’re free to take 15-16 credits in the Fall and Spring, and keep the ‘extra’ credits toward a semester when, say, you do an externship or an independent study.
WVU is a good match.
What about looking for an honors program/college? You would have a shot at Honors Program at SUNY New Paltz (an easy train ride into NYC) and SUNY Geneseo (high match/low reach).
I misread and thought you DID put summer session. But since you did not, that changes things. Both categories being under the middle 50%, barring some very unique extenuating circumstances, will most likely result in a commonwealth campus without the summer option. Lots of kids don’t “want” to do summer and then find out that it was the best thing they ever did (my daughter included). Yes, you pay for the summer session, but it’s helped my daughter be able to add a minor and have some lighter semesters. Keep in mind that Penn State does not charge "per credit’ for classes over 12 credits. So taking 15 credits will cost you the same as taking 12. You can make up that summer cost pretty quickly by loading up on credits in a few semesters and graduating early. I know more than a few kids who have done that.
