Basically, I feel like my stats are strong but I don't have any "big" accomplishments to set me apart.

Chances?

For Purdue, you do have a chance for the Presidential scholarship. ACT 35 is around the cut off that some students got it some didn’t.

You’re right; your stats are strong- as for a ‘big accomplishment’ that is up to you to highlight in your essays and personal statement. A lot of what colleges think about you is based on what you write; you could choose to emphasize any achievement as long as you feel strongly about it.
Remember that the first 3 colleges you mention will tend to be almost arbitrary in choosing applicants because almost all the applicants are equally strong; a lot of it depends on luck.
That said, it doesn’t seem like any of your choices are out of your reach.

Also, does Purdue only look at SAT Math + CR or do they look at Writing? Do they take the better of your 2 scores for scholarship considerations?

Not sure how they look at the scores for scholarship considerations, but you are definitely in the range. Your stat is similar to my D and she got the presidential scholarship plus another one as oos student. Your SAT CR score is better than my D, while my D has better reading sections scores in ACT than yours.

The only merit based scholarship that I know that you can get for UCSD is Regents and Jacobs. Not sure though if they award those to OOS students. Regents only awards you few thousand a year if you don’t have financial aid as an honorarium. Jacobs is full ride or close to full ride. You can google them if you want.

Stanford is a low reach (most selective school in the country).
I’d argue that Duke and Chicago are high matches (even though they both have very low acceptance rates).

Interesting. I ended up getting into Stanford, Duke, Northwestern, IU, Purdue, and WUSTL, but rejected/waitlisted from UChicago, Harvard, Princeton, Columbia, and Penn.
