Chance me for UCLA/UCB (out of state) please?

<p>I'm really interested in the University of California Los Angeles and also UC Berkeley (mainly UCLA) but I'm worried since they're both public schools and are obligated to take mostly in-state kids. Does anyone know how often they take out-of-state, or what their standards are for students coming from other states? Here's my information:
-from a highly competitive TX school
-junior, ranked in the top 8%
-4.0 GPA unweighted, 4.7727 weighted, 111.5318 weighted numerical
-all pre-AP classes with the exception of algebra and biology freshman year; AP world history (5) last year and this year I've got AP US history, AP English III, and AP Psych; also doubling up on math
-Haven't taken the SAT for real yet, but I've taken about 10 practice tests in my SAT/ACT prep class and I consistently score between 208-220.
-extracurriculars: band, science club, junior world affairs council, English Honors Society, Spanish Honors Society, and National Honors Society; I've also been in student council and Spanish club but I chose to do JWAC and Science Club this year instead
-I'm also a section leader in the band
-Active in my church, completed 40 hours of church-related community service last year
-no work experience...(will that hurt me, even if I have a lot of volunteer work?)
-white female
I realize it's kinda early for me to be asking for my chances but I really want/need to know if my resume needs more, or if I even have a chance! Thanks!</p>

<p>Welll… UC’s are pretty hard to get into for us in state kids, and with funding decreasing, they are gradually cutting the amount of cali kids that get in and increasing the out of state students. I suggest you get your scores back, as, from personal experience, practice tests aren’t very reliable. The UC system focuses on your GPA and SAT/ACT. So, keep up the good work on your GPA. I think, as long as you do well on your SAT, you will have a good chance! You need 2 years of history, 4 years of english, 3 years of math, 2 years of lab science, 2 years of foreign language, 1 year of visual or performing art, and 1 college prep elective.</p>

<p>If you’ll score 2200 on your SATs, you’ll be a match for UC Berkeley. Go so for it!</p>
