Chance me for UConn and Penn state?

Uconn is my #1 and has been for years. I would be devastated if I got rejected. :(
But penn state would be fine.

Race: African American
Out of state (NY)
School: Public/non-competitive
GPA 3.4/4.0 (UW)
Class rank: Top quarter
First generation

ACT composite: 22 (Yes, I know this needs to be improved)
I go to a less then respectable school..we are ill prepared for SAT/ACT. The ten top people in my grade can't even break 2000 on SAT.

APs:
Bio (cancelled this score before I saw, 91 in class)
Apush (3, going to hide this score, 86 in class)
Euro
Chem
Psych

So yes, I will have no AP scores on my application. (will this hurt me??)

EC:
Newspaper
Secretary of Community service club
Domestic violence prevention
Class Activities (ex float, prom committee)
200 hours of community service at a local hospital

Honestly your ACT is the only thing holding you back at both of these schools. Study your butt off during the summer and ace that test in the fall and you should be fine. Aim for at least a 25 I think you can do it. Also try the SAT if you haven’t already it never hurts to try if you get a good score it will improve your chances. Also apply early action to UConn and apply early as you can after you get your scores in the fall to Penn State because the have rolling admissions. Both schools are getting more competitive because each year they receive an increase in applicants but acceptance at both for you is very doable as long as your ACT increases. Also for Penn State they have send you to an alternate campus.
