Chance me for UCSD/UCI/UCB (Transfer)

Major is Public Health.
I meet the TAG requirements for both schools but I'm still deciding on which one to TAG to. Of course, I will TAG to the school I have a lower chance of getting accepted in to through general admission.

My GPA is 3.89 BUT I received college grades while in high school (my math teacher was also a professor at a CSU) and with those grades, my GPA is 3.77.

IGETC completed

Lower division courses (listed on assist.org) are not completed.
For UCI, I still need 3 bio classes (will try to complete one of those in the spring) and a year of o-chem.
For UCSD, I need 2 bio classes and MAYBE the social & behavioral electives? At my community college, I completed Soc100 and Psych100. On assist, the equivalent classes to UCSD are not shown. It says "College has not submitted course for articulation."

I would also like to apply to Public Health at UCB, but I do not have Bio 1B completed and according to the site, I need to have Bio1B in order to declare a major.
Here is the requirement -
"A minimum grade of (B-) is required. BIOLOGY 1B; plus BIOLOGY 1A OR two of the following courses: MCELLBI 11; MCELLBI 32; MCELLBI 50; MCELLBI 55; MCELLBI 61; NUSCTX 10."

I will have completed BIO 1A and NUSCTX10 by the end of Spring 2014 but there is no way for me to complete BIO1B. Should I even bother applying?

As for extracurriculars, I have a ton from high school but I don't even know if I am allowed to or if I should put them on my application. During my time in college, I volunteered like 24 hours in the hospital before I quit and now, I am currently enrolled in a medical assistant program.

You can still apply. Admission to Cal as a transfer is very numbers based. Putting high school ECs is probably not a good idea unless they are exceptional.

Cal - high match
UCI - safety
UCSD - low match
