I understand that the Computer Science program is highly competitive for OOS students. However, I feel that my stats are really strong. Chances?

First of all, UMIch does not admit student directly into a major. So you apply to either LSA or CoE.
Second, there are CS major in both LSA and CoE at UMich. LSA would be slightly less competitive and you may have a higher chance for merit scholarship.
Last, your GPA and test scores are both above the 75th percentile. It should be a high match for you from OOS due to the low admission rate. Note that they do reject/defer applicants with very high stat too. So spend time on your essays and it can be a match for you.
