These are below average grades for very competitive and high caliber public universities. There’s always a chance! and if your writing was good that may help you.

NYU is a private university. UCLA is a public university.
How many credits do you have at your CC? If you don’t have many, they will still look at your HS. Can you afford these schools?
I can only comment on UCLA. UCLA only accepts Junior level transfers so 60 semester/90 quarter units by Spring 2018 to able to transfer. They will not consider HS grades or test scores.
Last years UC Transfer GPA admit range for Philosophy was 3.57-3.86 so you are competitive.

Sorry the high school grades comment was for Michigan and NYU and I have somewhere around 40 credits. I plan to apply this fall and have my associates completed before I transfer. I’ll be transferring as a junior! @Eeyore123 @BTMSC98

For UMich, your college GPA is around the average of admitted transfer students. What"s more important is whether UMich has accepted students from your CC before. Very often, I found the students transferred from the same CCs around the country. At the same time, they do not accept credits from some CC in California. The counselor at your CC should have these info.
