Overall highly ranked isn’t the same as highly ranked in CS. There are several large publics that rank better than Penn for CS.
Congratulations on your achievements. Also great to see the input from everyone. Just wanted to add a couple of things:
– I think if you are interested in Tech/Business and ED at Penn then you probably should apply as undecided or for Tech/Bus and talk of these broader interests than just CS.
– it would be good if you can add 2 more safeties (hopefully at least one of them will also be instate public in addition to Rutgers). You can tell your parents applying to some more safeties will take pressure off you while writing college-specific essays for T20 colleges, and you will do a better job at that.
– In your essays/somewhere in the application, if there is an opportunity, you can also talk about your interest in and confidence to do math despite a low grade.
Penn places no EA restrictions on ED applicants. I can’t think of any ED school that does not allow EA apps, whether to public or private colleges.
Some restricted/single choice early action programs do not allow other ED and/or certain EA apps.
