If i have a long list of ECs, 2 leadership roles, a 4.1 W GPA, 3.9 UW, with an essay I and teachers believe is outstanding, and a class rank of 4 out of 498, and an ACT score of 23, do you believe I have a good chance of being accepted into TCU?

Yes.
But why limit yourself to TCU?
Assuming you’re from Texas, you’re auto admit at UT Austin and you can try and apply to some of the special programs if you can raise that score.
(Don’t tell me you’d studied before you took the test - it’s crucial to prep!)
Retake that ACT test and try for schools that meet 100% need. You don’t want to get in and be stuck with a lousy financial aid package, so you should have several choices.

I did study. I have really bad test anxiety. and I am from Missouri but I want to go to college in Texas. I have very close family friends there. TCU told me that i look like a good candidate for their honors program, but I do not know if they will invite me to be in it because other candidates may have higher ACT scores. and I love everything about TCU. It’s small, has school pride, small calss sizes, professors who actually care, good housing, and close to a lot of places in Dallas.

Apply to some other schools your stats are very good TCU will be happy to accept you. please chance back

Don’t limit yourself to TCU even if it’s your favorite school. You want to have choices in the Spring. If you like TCU, check out Truman State, ST Louis U, Westminster. In that region, you also have Hendrix, John Brown, SMU, Trinity (TX), SOuthwestern. Check them out, apply to a couple, so that you can compare financial aid packages (they can vary a lot from school to school). If your best choice is TCU, then it’ll be perfect, but if anything is a problem, then you’ll have an alternative.
