Only thing keeping you down is that GPA but you already know that. Your ECs are fair and If you write strong essays, I could see you being admitted to UCSB/UCD, but UCB would still be a reach because many people who apply have very high GPAs.
Cousin was rejected from UCB with around a 4.2 UC GPA and 32 ACT with a lot of ECs and strong essay.
I agree with above poster. Your GPA will be hard to overcome unless you have a good explanation that you can address in either one of your essays or in the additional comments section. Good Luck
