I have a 3.7 GPA UW, 35 ACT, 200+ volunteer hours, Good EC’s, 12 AP’s, all AP Comp sci classes taken in high school as well as any other comp sci related classes and a strong essay showing my dedication and interest to comp sci. Will I get into the comp sci program?

You have a decent chance but do not assume any certainty. CS engineering is one of the hardest programs into which to be admitted. The AP’s, if mostly A’s, are a plus. However, your GPA, 3.7, is actually a little below CS Engineering’s middle 50% range from past year which was 3.72-3.95.
Do you know if it is much harder to get in out-of-state than in-state? I know some colleges (like UWash) heavily favor in-state for their CS program.
in-state and OOS are admitted on the same basis for CS engineering at UIUC.
they aren’t I went to a college night here in Illinois and attended a UIUC orientation and they said they admit in state over OOS first
Quite a few OOS and international students reporting EA acceptance to CS-Eng. Not so many reports from Illinois residents so far.

For UIUC’s official position on OOS versus in-state, go here https://admissions.illinois.edu/FAQ/applicant-freshman and open “What percentage of undergraduates are from out of state?” And you will get the answer, “Approximately 26% of our incoming freshmen are nonresidents. Out-of-state students are evaluated against the same criteria used for in-state students.” UIUC has for decades followed a practice of not requiring OOS to have better stats than in-state, and admit them on the same basis as in-state. Unlike a number of other states, Illinois has never adopted a statute requiring UIUC to favor in-state residents, though that has been proposed but never voted on at times in the past. What is the impact: currently about 47% of the undergraduate students in CS engineering are not domiciled Illinois residents, and are either from a state other than Illinois or are internationals.

i think ultimately, UIUC cares more about test scores than GPA
I am not so sure about that, seems like almost everybody with 4.0 got accepted to CS in the decisions thread, even with SAT as low as 1500.
