If by “solid” you mean safety, then no. Being outside of the top 8 percent will make UT a reach or at best a high match. You do have a very strong ACT score.

Well not safety definitely, but something I have more of a chance of getting into, because it’s the school of liberal arts rather than a business school?

Yes, liberal arts is easier than business so yes better chance than McCombs. Hard to say if your ECs will push you over. All you can do is try your best- work the essays and accentuate the ECs on the app. You are an an academic admit or auto admit at other Texas schools, so find a safety just in case. Be prepared for CAP or PACE decide if that is something you are interested in trying. Good luck!
