GPA: 4.04 (approx. top 15-20%)
ACT: 29 Comp. (31 superscore- 30E, 32M, 34R, 28S)
I have great leadership and extracurriculars.
I would love to attend McCombs, and if not the Liberal Arts College.
All honors/AP…12 AP classes upon graduation

YES! You definitely have a chance of getting in! Your GPA is great and the fact that you took many AP classes shows that you can handle rigorous coursework. Your extracurriculars will boost your chances of getting in as well. I say you will most definitely get in. Good luck! 
I agree, UT is a great school. However, since you are NOT from Texas, the odds are against you. UT does not superscore. Try to re-take ACT to get a better score. Entering McCombs is highly competitive. My daughter got into McCombs with a 30 in ACT. However, what really helped her is that she is from Texas (auto-admit) and ranked 2% of her class.
