I’m a Canadian student applying for Business Administration (Finance) at San Jose State University.
Academics
SAT (1710; 550 CR, 620 M, 540 W) Low I know but really didn’t have the time to study
Unweighted GPA of 3.94 Academic Honor Roll all 4 years
So what are my chances as an international student for Finance? I believe my EI surpasses the threshold for int’l applicants but I’m aware SJSU is very impacted. Can I get in despite a relatively low SAT score? Any help is appreciated as I am not familiar with US schooling. Thanks in advance.

You look like a competitive applicant and I think SJSU is a Match.

@kenthewolfboy (btw I really like that moniker!), you clear last year’s eligibility index of 3400 for that major, assuming that your uwGPA is close to your calculated GPA using the CSU methodology (counting only A-G classes starting in grade 10 and assigning appropriate weighting for honors and AP, etc.). In case you need them, here are the relevant links:

From what I’ve been able to read about impaction (@Gumbymom please correct me if I am misguided in any of this), it is primarily dependent on how much state funding is available for each CA resident in order to charge the (very reasonable) in-state price. The simple calculation would be Total State Dollars divided by In-State Price per Student = # of eligible CA students allowed in. If this # is smaller than the total number of applications from eligible CA students (either in the major or for the entire campus), that’s when impaction happens. Complicating this very simple calculation would be how many CA resident students are being educated over and above state funding for them (I think the # is around 10,000 throughout the CSU system - not sure how that is allocated among each campus). The CSU system seems to allow that scenario up to a point. No enterprise - not even a not-for-profit academic institution dependent on public funding - can operate at a deficit over the long term. Therefore, as long as the impacted slots are less than total slots for the entering freshman class, there will be room for full-paying non-resident students such as internationals and, to a lesser extent, US OOS’ers (who normally depend on financial aid for their college decisions). However, they of course still have to clear the Eligibility Index applicable to their intended major.
Here is the most current statistical detail on SJSU freshman applications vs. admissions vs. enrolls. You can play with the options a bit but the ones concerning campus-wide impaction would be the “Resident Status” statistics. Be sure to select “first time freshman” for the Cohort Type. “Resident Area” may also be helpful; however, I’m guessing there may be differences between someone’s geographical location and their citizenship and residency status.

Good luck!
