ā€œAlso, if you reside in Taiwan, do your parents reside in CA? There are some circumstances where an expat would qualify as a resident of CA, but many many many residing abroad do not.ā€

Agree with @Thumper1, If neither you nor your parents are not currently residents, then you wont qualify for instate residency, nor instate advantages at the UCs.

Also, you may want to improve upon some of your English ā€œmechanicsā€ and grammar skills. The admissions committees will give you some leeway, since you are not physically at an American high school, but the competitive schools will look for a reason to not admit. They get thousands of applications.
(ā€œChampianshipsā€ is really spelled with an ā€œoā€ = Championships.)

As others have said, the schools youā€™re applying to are mostly all reaches, some of them extremely high reaches.

Using the number of grads in atmospheric sciences as a proxy for the quality of the program, you may want to take a look at:

  • Ohio State
  • Texas A&M
  • U. of Illinois - Urbana-Champaign
  • U. of Missouri - Columbia
  • U. of Utah. Should finances become more of an issue, U. of Utah is one of the easier states to gain residency in after the first year.

Just make sure that the your applications reflect your best work. As most of your schools are state schools, I doubt there are many extra essays (outside of the UCs), but I could be wrong. The more applications in-depth applications you complete, the harder it can be to produce quality work. This is usually more applicable for students with many private schools (and essays) on their list, but if Iā€™m wrong and these schools have additional essays required, you may want to cull some of the list.

Do you believe you are a resident of California for admission and instate tuition purposes? If so, please explain how if you and your family reside in Taiwan.
