I also have over 200 hours of community service, and have taken all of the most advanced classes that my school has to offer, keep in mind that I am unable to take AP class due to this, I attend a small, charter school.
For SDSU you need an eligibility index of 4100+ for the best chance at an acceptance. Your EI is 4042 which is close so you do have a decent chance.
UCM looks like a good Match. For SLO/UCSC your GPA and SAT score are below average so these acceptances could go either way. I would try to retake that SAT for a stronger application and work on your UC essays for an extra boost.

I’d encourage you to apply more broadly. How about CSU LB, Chico and Sonoma?
Higher SAT would definitely help.
