I think you will most definitely get into USC. You might have an alright chance of getting into UNC and UVA (because you are in state). However, all other schools will be a reach for you with your standardized test scores. If you can get your scores up you will be a very competitive applicant.
You should get into UVa and VT, since you are in-state. Do you mean USC as in Southern California or South Carolina? Because you are a URM, the Ivies, Vandy, Duke and JHU aren’t out of the picture, though it won’t be easy. You have a great GPA and courseload, but you lack leadership and your test scores are low. If you are going to retake and can get above a 1450/32 ACT, your chances increase by quite a bit. You are a strong applicant and if you can really show yourself through your essays, I wouldn’t be surprised by an acceptance from a top school.
USC is also a bit of a low reach, though it’s definitely more attainable than the others. You should get in if you can write a killer essay, as I mentioned before. UVa is one of the top schools in the country, so I’m confident you’ll end up somewhere awesome, even if you don’t get into an Ivy or other top private school. Best of luck in the admissions process!
No one can predict UVA, not even for instate and certainly not with the competition from N. VA high school kids. And for BME, there and at the other highly competitives, the math 2 and the chem Sat 2 and the AP chem score are an issue. The ACT depends on your sub scores. Also, other than the clinic, you don’t seem to have math-sci ECs. Honor societies aren’t the same. Any competitive activities? Have you considered using the VA Guaranteed Transfer program to start at a cc and then transfer into UVA or VT?
Also, first gen is first to get a college degree, not first to study in the US. Not sure which you meant.

USC is in no way a “low reach” and I can’t believe you would think they would “most definitely” get in. I hate to be a pessimist, but posters deserve realism; it helps them to make the best decisions. OP, please look at your test scores compared to the universities’ 25-75 percentiles. If you are below the 25 percentile, you have slim to none chances of acceptance. Competitive applicants will have grades equivalent to yours, as well as superior test scores and ECs.
