UC Berkeley: 80%
UC San Diego: 99%
UC David: 99%

How can you have the highest GPA in the class but only be top 10%? If there are no honors classes how is there a weighted GPA? Are there AP Classes but no honors? Something doesn't make sense.

Daviban: here are your answers:

How can you have the highest GPA in the class but only be top 10%?
My school doesn't actually rank; they only do percentiles. however, they send a "High School Profile" to each college that students apply to that tells them what each percentile spans in terms of GPAs and SAT scores... my GPA is the highest in the first percentile... so that's how colleges will know the 1st rank...

If there are no honors classes how is there a weighted GPA?
there are no "honors" classes, but there are AP classes...

Are there AP Classes but no honors?
yes

...i hope that clarifies things, sorry i was confusing before... :-)
