I am an OOS.

I have a 29 ACT (33 english, 25 math, 31 reading, 28 science, 32 combined english/writing)

I submitted my SAT but it is significantly lower (620 CR, 610 M, 710 W)

I have a 91.06 weighted GPA (school doesn't do 4.0 scale)

I have a lot of extracurriculars and leadership positions (examples include student government, National Honor Society, and volunteer work)

I have taken a rigorous course load and have a upward trend from freshmen-senior year.

I wrote an essay in Essay C about a special circumstance (illness) that kept me out of school this year for 3 weeks. I went on to make the best grades I've made in high school.

What are my chances as an OOS?? Will my special circumstance make me stand out?

It depends on which school you’re applying to.

college of natural sciences?

and my second choice major is the college of communication

You have a decent chance. I can’t say anything for sure, because my stats were way different from yours, but I can say that you are competitive for Natural Sciences.

if i couldnt get into the college of natural sciences but was good enough for my second choice major as the college of communication, could i get admitted for that?

actually i guess my main question is, with my stats is it feasible for me to get into the college of natural sciences?

Yup, if you are denied for Natural Sciences, you will be reviewed for Communication.

Ah ok good to know!! I appreciate those who are chancing me. If you do I will chance you back if you give me a link to go to !
